Cobalion can be found at the back of Mistralton Cave in Pokémon Black and White. There is only one, and it is at Level 42. In Black 2 and White 2, Cobalion appears on Route 13; if defeated on this encounter it will appear a second time in the same location after defeating the Elite Four, but at a higher level.

 Competitive Battling
Cobalion is in the UU (UnderUsed) Tier of competitive battling. While it is natural for one to quickly draw comparisons to Lucario, a Pokémon of the same typing, Cobalion should be used differently than its Steel/Fighting counterpart. Cobalion is weaker than Lucario on offense, but it has much higher Speed and superior bulk to make up for this. This allows Cobalion to make use of its whopping 10 resistances much better than Lucario ever could. However, due to the vast amount of Fighting types in OU and a movepool that definitely leaves something to be desired, Cobalion is better suited for UU play where the walls aren't quite as sturdy. In UU, Cobalion is one of the best choices for a Fighting type as its combination of boosting power with Swords Dance and Calm Mind, overall natural bulk, and superb defensive typing makes it a great choice for any team needing a speedy attacker that also has good bulk. Cobalion's amazing base 108 Speed makes it extremely difficult to outspeed while its base 129 Defense means most neutral physical attacks will do little damage. A 4x resistance to Stealth Rock and immunity to Toxic Spikes adds to Cobalion's staying power.
