Feebas (ヒンバス) is the 140th Pokémon in the Hoenn Pokédex. It is a Water type, and is known as the Fish Pokémon.
Feebas has the Swift Swim Ability. This Ability doubles its Speed Statistic when it is Raining, but its Speed won't double on the same turn in which it starts to rain. A second Ability is available to Feebas from the Dream World, the Adaptability Ability. This Ability doubles the base power of its Water Type moves instead of the normal 50% Same Type Attack Boost.
When it debuted in Generation III, Feebas could evolve into Milotic after obtaining a High Beauty level by being fed Blue Poké Blocks, and then Leveling up. That changed in Generation V; en lieu of Pokémon Contests a Feebas can evolve to Milotic by being traded to another game while it is holding a Prism Scale.
Feebas is in the Egg Groups Water 1 and Dragon, and its Egg takes approximately 5,120 Steps to hatch. It takes Feebas approximately 600,000 Experience Points to reach Level 100.

Feebas can be found on Route 119 in Ruby, Sapphire and Emerald, but the catch is that it only appears when fishing on one of six tiles, chosen at random at the start of the game, and those tiles change whenever the Trendy Phrase is changed. It shows up fairly often on those six tiles, making finding one of the correct tiles a challenge in itself.
In Diamond, Pearl and Platinum, Feebas appears at Mt Coronet B1 in the same room in which Defog is needed to clear the fog, which is along the route to Snowpoint City. It can be found by fishing with the Super Rod.
Feebas can be found by fishing along Route 1 in Black, White, Black 2 and White 2.
[edit] Spin-off Games
Feebas appears at Secret Storage 15, Endless Level 17, Forever Level 63 and Mr. Who's Den in Pokémon Trozei!.

Feebas has yet to appear in the Pokémon Ranger series as of writing.
Feebas can be found at World Axle Lake B2 in Pokémon Rumble Blast.

[edit] Manga
Ruby obtains a Feebas that he would nickname Mimi in Chapter 206. While she would leave in Chapter 232 as a result of Ruby scolding her for losing in a Contest, amongst other problems, Ruby would be reunited with Mimi in Chapter 266. She would boldly attack Maxie and Archie, and after realizing his mistakes in the past, Feebas would evolve into a Milotic at the chapter's end.
