Fissure is a Ground-Type move in which the user attempts to drop its target into a fissure that it opens in the ground, which one-hit KO's the foe if it hits.
Accuracy is not calculated the same way as other moves. To calculate accuracy, let's assume that a Level 78 Whiscash is using this move on a Level 37 Emboar. Subtract Emboar's level, 37, from Whiscash's level, 78, then add 30 to it. 78-37=41+30=71, therefore, Fissure's Accuracy would be 71. Like all other moves that instantly KO the opponent if it hits, Fissure will not work on a Pokémon whose level is higher than the user's, a Pokémon with the Sturdy or Levitate Ability, or a Flying Type Pokémon due to a Flying-Type being immune to Ground-based attacks.
Fissure could be taught to a number of Pokémon via TM27 in the Generation I games.
