To obtain it, have the Hoopa from Pokemon X or Pokemon Y in your party, go to the Rustboro City Poké Mart, and talk to the cashier outside of the counter. He will tell what happened when he got the Prison Bottle, and after he will give it to you.
In its Confined state Hoopa takes on the appearance of a devil-like genie with a set of rings on its horns and a ring on its torso. Its main body takes on a hue of purple, save for the pink V-like pattern on its chest, along with its hair and bands on its arms, which are also pink.
A gold symbol appears between its green eyes. Hoopa doesn't appear to have legs in this forme.
After using the Key Item, Hoopa will take on its Unbound Forme. Hoopa is much taller in this Forme, with gold rings on its horns and legs, along with two sets of gold rings on each of its six arms. The arms themselves appear to be floating via a psychic connection between them and its brain. A central gold ring on its torso appears to be black, void-like in appearance.
Most of Hoopa Unbound's body takes on a very light shade of blue, save for the purplish-pink stripe at its toes, the stripe on its legs, and its hair. The horns are a very dark shade of grey.
Hoopa is a Genderless Pokémon Species.

Hoopa resides in the Rarelyused (RU) tier of competitive battling. With a massive base 150 Special Attack and a solid overall offensive movepool, Hoopa is a destructive threat that offers tremendous wallbreaking power for a team. It has some great moves at its disposal, such as its signature move Hyperspace Hole which can bypass Protect as well as moves like Psyshock, Shadow Ball, Knock Off, and Focus Blast to give it solid overall coverage. With a high Special Defense stat and Ghost typing, Hoopa can find use as a spinblocker against Blastoise, whose standard set cannot do much to Hoopa. Hoopa's best set is a Life Orb all-out attacker set that can hit the RU tier brutally hard with its strong attacks. Another good Hoopa set is a Choice Scarf set that acts as a good revenge killer that has cleaning potential late-game. Hoopa is not flawless, though, as it lacks good Defense and Speed stats, which can limit its opportunities to wallbreak. Its typing leaves it x4 weak to Dark and Ghost attacks, with the former being especially troublesome given that Pursuit trappers can take out Hoopa with ease.
Hoopa is also viable in the Underused (UU) tier of competitive battling. In UU, Hoopa is a strong wallbreaker with a high 150 base Special Attack and good coverage options in Psyshock, Focus Blast, and Shadow Ball. Hoopa's access to Trick Room and Nasty Plot give it versatility to some regard as to which set it can run, with Nasty Plot giving Hoopa the ability to break down defensive teams while Trick Room can mess with offensive teams. Its best sets are its Trick Room set with Life Orb and its Substitute attacker set that can utilize a Salac Berry in order for Hoopa to be able to outspeed a decent chunk of the metagame. Hoopa does suffer from some glaring flaws that hinder its viability though, with lackluster Defense and Speed stats that allow for Hoopa to be easily revenge killed by faster physical threats when it does not have Trick Room up. Hoopa is also very susceptible to Pursuit, which is a common move on Pokémon like Krookodile and Mega Aerodactyl.
Hoopa-Unbound is a part of the Uber tier of competitive battling. After being banned from the Overused (OU) tier of competitive battling due to its immense wallbreaking capabilities, Hoopa-U finds itself in Ubers with a tier that is very unkind to it. The positives to Hoopa-U are that it can still do heavy damage due to its crazy high 170 Special Attack and that it has a strong matchup against stall teams that can be easily overwhelmed by its Nasty Plot set. Hoopa-U's overall coverage is stellar, as its STABs in Psyshock and Dark Pulse give it great neutral coverage and Focus Blast allows for it to blast through Tyranitar. However, Hoopa-U suffers from many major flaws that leave it as a niche Pokémon at best. Its Speed and Defense stats are poor by Ubers standards, as it can be taken out by many stronger physical attackers, which are highly prevalent in the tier. Its only good matchup is against stall, and it can be outdone by other specific stallbreakers in that regard who can bring even more to the table due to superior Speed and defenses. Hoopa-U is also vulnerable to all forms of entry hazards and status, which can lead to it getting worn down rather easily.
