Kyogre (カイオーガ) is the 198th Pokémon in the Hoenn Pokédex. It is a Water Type, and it is known as the Sea Basin Pokémon.
Kyogre uses the Drizzle Ability. When Kyogre enters the battle, the weather changes to Heavy Rain, an effect that remains until the weather is changed by a different weather-altering move, such as Sunny Day, or switching in a Pokémon that has a different weather-altering Ability, such as Drought.
The effects of Kyogre's Ability can be nullified by a Pokémon with either the Air Lock or Cloud Nine Abilities.
Kyogre does not evolve and doesn't have a pre-evolved form.
Kyogre is listed in the Undiscovered Egg Group; like most Legendary Pokémon it cannot breed. It takes Kyogre 1,250,000 Experience Points to reach Level 100.

Kyogre appears inside the Cave of Origin in Sapphire. In Emerald, it appears at the Marine Cave, which can be found by speaking to an individual at the Weather Institute after defeating the Elite Four.
The only other game in which Kyogre appears in is Heart Gold, in which it appears at the Embedded Tower off the lower part of Route 47 after receiving the Blue Orb from Mr. Pokémon.

Kyogre does not appear very often, limited to appearing at Mr. Who's Den in Pokémon Trozei!.
Kyogre appears on the 40th Floor of Stormy Seas in the first round of Mystery Dungeon games. In Explorers of Time, Explorers of Darkness, and Explorers of Sky, Kyogre appears at random at Bottomless Sea B1-B49. Kyogre is exclusive to Stormy Adventure Squad in Mystery Dungeon 3, appearing on the 30th Floor of Storm Island.
Kyogre only appears during missions in Pokémon Ranger. Kyogre does not appear in either of the two sequels.
Kyogre can be found at any of the "Beach" stages in Pokémon Rumble Blast after completing the game.

Kyogre is listed in a total of 10 sets, a Play Promotional Card, two Nintendo Promos, a special Legend Card in the Undaunted set, and two new Kyogre Cards in the Psycho Drive Set: one Rare and one Hidden Card, but both are EX Cards.
Kyogre is listed as a Rare Card in the EX Team Magma vs Team Aqua, EX Hidden Legends (EX Card), EX Emerald (2), EX Delta Species (Shiny Card), EX Crystal Guardians, Legends Awakened, Call of Legends (2; 1 Secret Legend Card), and Dark Explorers (2 EX Cards) sets.

Kyogre appears in Super Smash Bros. Brawl as one of the Pokémon to appear from a Poké Ball. It travels around the stage, spraying a continuous stream of water that pushes items and opponents off the stage.
Opponents that make contact with Kyogre are knocked back.

Kyogre was unleashed by Team Aqua in the episode Gaining Groudon and--in its showdown against Groudon in the episode The Scuffle of Legends--it would also have to deal with a combination of Lance, Ash and friends to try and end the fighting.

A wild Kyogre appears in the films Jirachi Wishmaker, Pokémon Ranger and the Temple of the Sea, The Rise of Darkrai, Giratina and the Sky Warrior and Zoroark: Master of Illusions.

Team Aqua would awaken Kyogre from its slumber in the Seafloor Cavern. Archie would steal the Blue Orb from Team Magma and would proceed to control Kyogre, causing heavy downpours and flooding throughout Hoenn. Wattson, Flannery and Winona made a valiant effort in thwarting Team Aqua's plans, but were unsuccessful.
At Sootopolis City, Kyogre would clash with Groudon, a battle that would threaten to destroy all of Hoenn. Norman would bring Rayquaza to the site of the battle, and along with Ruby, calm the raging titans using the Ancient Orbs to help them.
Kyogre appears in many different chapters starting at Chapter 214 and ending at Chapter 264.
A Monstrous Kyogre would be created as a result of Guile Hideout's wish to Jirachi, creating a Pokémon made of nothing but energy. It would flood all the Hoenn Battle Frontier, and would have threatened to cause damage elsewhere, but thanks to the combined efforts of the 10 Pokédex Holder's Pokémon, it was defeated.
This Kyogre appeared in Chapters 326-330, 333 and 336.

[edit] Competitive Battling
Kyogre remains affixed to the Uber Tier of Competitive Battling thanks to a Weather-Changing Ability in Drizzle, an insanely high Special Attack and very high Special Defense, Kyogre brings rain and pain alike. While its Speed and Defense are low in comparison to these two Statistics, Kyogre hits so hard that even Special Walls take a lot of damage.
The rain allows Thunder to hit every time, which can be used to the advantages of both Kyogre and its opposition alike. Switching in a Groudon after a Pokémon faints will take the sting out of its Water-Type moves. If there aren't any entry hazards present or Kyogre doesn't know Toxic, Shedinja will be able to completely wall Kyogre, forcing a substitution.
