Mean Look is a Normal-Type move introduced in Generation II. Using an arresting look from the shadows, the user traps its target, preventing it from fleeing until the user is defeated or switched out.

This wouldn't have any effect on a Wild Pokémon that was about to flee in the Second Generation, but successful use of Mean Look against a Pokémon about to flee in the following generations would yield the message "The Wild (name of Pokémon) can't escape!" and that Wild Pokémon loses that turn as a result of being unable to flee.
