Tiers are, in a way, a ranking system for Pokémon. The placement of Pokémon within the tiers defines both their usage and their overall potential. Pokémon that are strong and used often will find themselves in the high tier of OU, while weaker and less common Pokémon will find their way into UU, RU, NU, and PU. The faux tier of BL is for Pokémon that are too strong for the UU environment, but are not used enough for OU. This is usually for their lack of potential in the standard environment, but there are various other reasons. The BL2, BL3, and BL4 tiers are basically the same thing, but for Pokemon too strong for the RU, NU, and PU environment, respectively. The only unbalanced tier is the Uber tier, which is for Pokémon that are game-breaking in the standard environment. Most Pokémon in this tier are legendaries with a base stat total of at least 600.

Please Note

This tier list does resemble Smogon's Tier list. The reasoning for this is the fact that all competitive players on this website use that tier list for all battles. Thus, it is senseless to make an unused tier list that is made from people who lack a true understanding of the meta-game. With the exception of the Uber tier, which is considered a ban list, the tiers are solely based off usage from players from the Pokemon Showdown! ladders. Every tier has certain Smogon-wide clauses that prohibit certain events from happening in game that could be considered uncompetitive or unfair. Those clauses are the Species Clause, Sleep Clause, Evasion Clause, OHKO Clause, Moody Clause, Endless Battle Clause, and Swagger Clause. For the Overused (OU) tier and all tiers below it, there is a Baton Pass clause in which a team cannot have more than one Pokémon with the move Baton Pass and cannot have a Pokémon have a move that boosts Speed and another stat alongside Baton Pass. However, no such clause is imposed for the Uber tier.

Mega Evolutions are tiered separately from their base forms. Mega forms cannot be in tiers lower than their base forms even if they do not have enough usage to remain in a specific tier. For example, Mega Latios does not receive enough usage to be OU on its own, but Latios does, keeping Mega Latios from dropping to UU. Some Pokémon are usable in multiple tiers. There is no restriction on what Pokémon can be used in tiers other than Pokémon that reside in the higher tiers.

Right now, only the Uber and OU tiers are established as of now, and it will take a while before all the tiers are settled down. There are also a number of Mega Evolutions and Pokémon unavailable that will be listed under a Limbo tier for the time being.

Limbo

This is a list of all the unavailable Pokémon and Mega Evolutions in Sun/Moon. These Pokémon cannot be used in competitive play until they become available in-game. When they do become available, they will be defaulted to the Overused tier unless they are clearly broken, and if they are not used enough, they will be available in lower tiers after some time.

Uber

Pokémon that are seen as too powerful for standard play. This could be due to massive stat total, insane movepool, or the power to over-centralize the meta-game if they were to remain in OU (often, all 3 of these reasons apply). The ability Moody and the move Swagger are also banned from OU and Ubers due to their uncompetitive nature. Shadow Tag is another ability banned from OU, but unlike Moody, it is permitted in Ubers. The combination of a Sleep move and a permanent trapping ability/move is also banned from Ubers. Note that Mega Rayquaza is banned from Ubers, which makes Ubers an actual tier more so than a ban list (although it is still the ban list for OU). As a result, a new metagame was created called Anything Goes in which there are no restrictions and no clauses.

Overused (OU)

The standard Pokémon competitive metagame in which Pokémon that are most often seen reside. They are generally recognized for this, their wide move pools and their high potential. Please note that Pokémon enter the OU tier if they achieve a usage % of at least 3.41% on Smogon's Pokémon Showdown Server through a specific amount of people with a high ranking (to avoid any bad influence from poor metagame trends). There are a total of 52 OU Pokémon.

Borderline (BL)

Pokemon that are considered broken or too strong for the Underused metagame, yet not used enough to the an Overused Pokemon, fall into the BL, or Borderline. This is a banlist, not an actual tier, and they are unusable in UU because of traits that make them unhealthy for the metagame, but are either not used enough or not as viable in OU. These Pokemon can still be used in OU, but are not officially OU. The move Baton Pass, item Mewnium Z, and ability Drizzle are banned from the Underused tier as well. There are 17 Pokemon in the BL tier.

Underused (UU)

Pokémon that are not commonplace in a competitive environment due to more hindering flaws, lack of usage, or just plainly outclassed. They are generally lacking in potential, though several are still quite playable and very usable in OU. There are a total of 49 Pokémon in UU.

Borderline 2 (BL2)

Pokémon that are not used enough in the UnderUsed metagame, but too broken for the Rarelyused metagame fall under the BL2 list. These Pokémon are banned from the Rarelyused tier, but can be used in Ubers, Overused, and the Underused tiers if so desired. There are 9 Pokémon in the tier.

Rarelyused (RU)

Pokémon that have nearly crippling flaws and are typically easily outclassed by other Pokémon in OU and UU. Most of these Pokémon have specific niches in the higher tiers, but find a place to shine with the more powerful threats locked away in higher tiers. This tier was formed in Generation V to keep the NU tier from having nearly 300 Pokémon in it. The tier is in its alpha phase so it is yet to be determined which Pokémon will fall under the RU tier. For now, the list shown below is Pokémon that were in RU last generation or were in the higher tiers last generation and fell to RU. All fully evolved Generation VII Pokémon that are not a part of the higher tiers are listed here as well.

Borderline 3 (BL3)

Pokémon that are not used enough in the RarelyUsed metagame, but too broken for the NeverUsed metagame fall under the BL3 list. These Pokémon are banned from the NeverUsed tier, but can be used in Ubers, Overused, Underused and Rarelyused tiers if so desired. The combination of Baton Pass + Speed is also banned from the Neverused tier. There is currently 1 Pokémon in this tier. Note that this is the Generation VI BL3, so it is not consistent with the current generation tiers as of now.

NeverUsed (NU)

Pokémon that are generally not seen at all due to being highly limited and unpopular. Their stats and movepools may be, and usually are, very lacking compared to the higher tiers. Most of these Pokémon don't even have a specific niche in the higher tiers. There are 53 Pokémon in the NU tier as of this writing. Note that this is the Generation VI NU, so it is not consistent with the current generation tiers as of now.

Borderline 4 (BL4)

Pokémon that are not used enough in the Neverused metagame, but too broken for the PU metagame fall under the BL4 list. These Pokémon are banned from the PU tier, but can be used in Ubers, Overused, Underused, Rarelyused, and Neverused tiers. In addition with these Pokemon, the move Chatter is banned due to its uncompetitive nature regarding confusion and giving Chatot an opportunity to tear teams apart due to luck with Boomburst and Nasty Plot. There are a total of 8 Pokémon in this tier as of now. Note that this is the Generation VI BL4, so it is not consistent with the current generation tiers as of now.

PU

Pokémon very rarely, if ever, seen in the main tiers of competitive battling and not used enough in the NeverUsed tier and all tiers above it fall under the PU tier. This tier was a novelty tier introduced in Generation V as an unofficial metagame and officially became Smogon's fifth-based usage tier in Generation VI. These Pokémon lack viability or are simply not used in the higher tiers but can find their own set of niches in PU. The tier contains all fully-evolved Pokémon that are not in the higher tiers alongside NFE (not fully evolved) Pokémon that have a viable niche in PU. There are a whopping 180 Pokémon in this tier. Note that this is the Generation VI PU, so it is not consistent with the current generation tiers as of now.

Little Cup (LC)

These Pokemon who are the first evolution of their chain. This does not count Pokemon who do not evolve like Absol. The following Pokemon are banned from LC: Cutiefly, Drifloon, Gligar, Gothita, Meditite, Misdreavus, Murkrow, Porygon, Scyther, Sneasel, Swirlix, Tangela, Vulpix, Yanma. The item Eevium Z cannot be used. Also note that Type: Null cannot be used as it is impossible for it to be Level 5, the required default level in LC. Little Cup is a completely separate tier from the other tiers (Ubers, OU, UU, RU, NU, and PU).

Not Fully Evolved (NFE)

These are Pokémon that are the prior forms of the Pokémon seen here. This is not an actual tier and more or less the remaining Pokemon that are irrelevant to the regular tiers or in some cases banned from Little Cup. This will be fully updated once all tiers have been established.
