Black and White: Route 6, Dragonspiral Tower. Also a rare chance of being in dustclouds in these areas: Wellspring Cave, Chargestone Cave, Mistralton Cave, Twist Mountain, Victory Road, Giant Chasm, and Challenger's Cave.

Can also be bought in Johto's Pokéathlon and Unova's Black City.
