So maybe,we should add priority of lagging tail(-0.2) and stall(-0.1),which can explain all the things.
Your scenario doesn't prove what you are suggesting due to the fact that if two Pokemon are holding Full Incense or Lagging Tail at the same time, the one with the higher Speed goes last. In this case, the effects of stall are indeed being negated...
