Whirlwind blows its target away, ending a battle against a Wild Pokémon. When battling another trainer a random Pokémon is substituted into the battle. The move fails if the target has the Suction Cups Ability, has used Ingrain, or if the opposing trainer is down to his/her last Pokémon.

Whirlwind was contained within TM04 in Generation I.
